Prohibited and Restricted Items
This policy forms part of the User Agreement and lists what may not be sold on Budna. Listing a prohibited item may result in removal, account limits, or suspension under the Budna rules. This policy is subordinate to the rules of our Payment Partner and to the rules of the banks, acquirers, card schemes, and payment methods used to process payments: goods and activities prohibited or restricted under those rules may not be sold or paid for through Budna even where this policy does not list them expressly, and Budna may remove listings and block payments to ensure that the payment solution is not used to facilitate illegal or non-permitted activity. Strictly prohibited
Listing or using Budna to sell any of the following, whether goods or services, is not allowed. Some categories also reflect the requirements of our Payment Partner and the payment networks:
- Counterfeit, replica, or unauthorised copies of branded goods, and items infringing trademarks, copyright, or other IP rights.
- Illegal items of any kind, or items whose sale or possession is unlawful in Sweden.
- Weapons and related items: firearms, ammunition, explosives, and components; illegal knives and other offensive weapons.
- Drugs and related items: illegal drugs, substances, and paraphernalia.
- Stolen goods or items without lawful title.
- Hazardous materials: toxic, flammable, radioactive, or otherwise dangerous substances (for the narrow consumer-chemical exceptions, see "Restricted" below).
- Live animals, protected species, and products made from protected or endangered species (including ivory in all cases), and any CITES-listed specimen offered without the certificate required under Regulation (EC) No 338/97.
- Human remains, body parts, or bodily fluids.
- Recalled items and items that fail mandatory safety requirements.
- Sexual services and child sexual abuse material (the latter will be reported to authorities).
- Personal data lists and items that facilitate identity theft or fraud.
- Government, police, or military IDs, uniforms, and insignia where restricted by law.
- Malware, hacking tools, and devices designed to circumvent security or access controls.
- Hate material and content promoting violence or discrimination.
- Alcohol and tobacco products.
- Medicines, dietary supplements, and medical devices, including prescription devices, cosmetic-surgery devices, and implants.
- Food and groceries.
- Dropshipping and other mass-produced goods sold as new, including newly imported items. This does not apply to genuine second-hand items.
- Adult or pornographic content, including pornographic images or video, and any depiction of rape or other brutality.
- Gambling, betting, and lotteries.
- Dating services.
- Fortune-telling services, including tarot, astrology, crystal-gazing, and similar.
- Debt-collection services: pursuing payment of debts owed by individuals or businesses.
- Charities or fundraising collected on behalf of another person or business.
- Financial and legal services, including financial institutions and money transmitters.
- Wallet, money-transfer, and gift-card top-up services: loading or refilling money into gift cards or digital wallets.
- Tickets and gift cards.
- Deceptive or unfair marketing.
- Loose lithium-ion batteries shipped by post, in accordance with the CLP Regulation (EC) No 1272/2008 and ADR/IATA dangerous-goods rules.
- E-cigarettes, vaping devices and refill liquids, under the Tobacco Products Directive 2014/40/EU and the Swedish Tobaks- och nikotinlag (2022:1257).
- Cryptoassets, initial coin offerings, and non-fungible tokens of digital tokens within the scope of Regulation (EU) 2023/1114 (MiCA).
- Cultural-heritage items lacking provenance documentation under Regulation (EU) 2019/880.
- Material at risk of constituting child sexual abuse material or sexualised depictions of minors. Historical, artistic, or collectible framing does not legitimise such content.
- Items intended to circumvent technological protection measures or digital rights management, contrary to Article 6 of the InfoSoc Directive 2001/29/EC.
Restricted (allowed only with conditions / where lawful)
These may be listed only where lawful and where any conditions are met. For specially regulated categories, Budna may require a documented process (permits, checks, or a specific onboarding) agreed with the Payment Partner before listings are allowed:
- Cosmetics. Used cosmetics are prohibited; sealed and unopened cosmetics are allowed, must be genuine, and within date.
- Electronics. Must be safe, lawful, and not modified to bypass security.
- Vehicles and parts. Must meet applicable safety and documentation rules.
- Items containing batteries or pressurised contents. Must meet carrier and shipping rules.
- Lithium-ion batteries installed in devices. Only where the device is sold as-is, the batteries are declared compliant with UN38.3, and the shipping carrier permits the consignment.
- Knives and edged tools. Lawful kitchen, outdoor, and collectible knives are allowed; illegal knives and other offensive weapons remain strictly prohibited (see above), and age limits with buyer ID verification apply where required by law.
- Consumer chemicals under the CLP Regulation. Only where lawful for sale to consumers and only with the required hazard (H) and precautionary (P) statements; the hazardous materials listed under "Strictly prohibited" remain prohibited.
- Currency and banknotes. Numismatic or collectible items only; no commodity currency sales.
Reporting
If you see a listing that breaks these rules, use "Report" on the listing. Budna reviews reports and removes content that violates this policy or the law, and must remove and act against repeat publishers of illegal content.
Suspected listings can be reported via "Report this listing" on each listing page, or to abuse@budna.se. Every report receives an automated acknowledgement and a reasoned decision in accordance with Article 16(3) and Article 17 of the Digital Services Act.
