Budna Rules
These Budna rules form part of the User Agreement. They cover how to list and sell, condition grading, shipping, community conduct, what happens when rules are broken, and what you can do when a buyer does not pay. They work together with the Payment Terms, Buyer Protection, Prohibited items, and Review rules.

Policies that form part of this agreement
1. Listing rules
1.1 You are responsible for your listing content. Listings must be accurate, honest, and complete.
1.2 List in the correct category and region. Do not manipulate titles, keywords, or other users’ listings.
1.3 Provide a clear title, an accurate description, a condition grade (section 2), the price or starting bid, and shipping terms.
1.4 Photos are mandatory. Provide at least four of your own photos of the actual item: full front; full back; the brand/size label or serial number (where applicable); and a close-up of the most significant flaw (or a clear “no notable flaws” photo for as-new items).
1.5 Do not use stock images as the only images, or images you do not have the right to use.
1.6 Listings may take up to 24 hours to become searchable.
1.7 Trader identification (DSA Article 30). Before activating Shop or Business features, sellers acting as traders must provide and have verified: legal name; registered address; telephone number; email address; trade register identifier (where applicable); VAT or tax identification number; and a self-certification that the seller will only offer products or services that comply with applicable Union and Swedish law. Budna re-verifies this information at least every twelve (12) months and may rely on freely available official sources or databases. Where required information is missing, inaccurate, or shown to be unreliable, Budna will request rectification and, absent timely correction, will suspend the relevant listings and Shop or Business features until the seller complies.
2. Condition grading
Every item must be given one of the following grades. Grade honestly. Misgrading is the most common cause of disputes and voids Seller Protection.
Any defect that affects value or use must be described and photographed regardless of grade.

3. Selling honestly
Legal basis: Marknadsföringslagen (2008:486) sections 5–7 (unfair commercial practices); and Annex I, point 22, of Directive 2005/29/EC (UCPD), which classifies a trader’s falsely representing itself as a consumer as a per se misleading commercial practice.
3.1 Do not misdescribe items, conceal known defects, or sell items that infringe intellectual property rights or that are prohibited.
3.2 Sell items you actually have and can deliver. Do not manipulate prices.
3.3 Shill bidding (budtrissning) is strictly prohibited. Sellers must not bid on their own listings, whether directly or through related accounts, including family members, household members, friends, alternative or secondary accounts, or any account they control, instruct, or influence, and must not coordinate with any other person to artificially inflate prices, simulate demand, or otherwise mislead other bidders.
3.4 Where Budna detects shill bidding, the following consequences apply, individually or cumulatively, in proportion to the conduct: immediate removal of the affected listing; voiding of affected bids and reversal of the corresponding sale; suspension or termination of the seller’s account; forfeiture of seller fees and commissions on the affected transactions; civil liability for damages caused to buyers and to Budna; and reporting to the Swedish Consumer Agency (Konsumentverket) and, where applicable, to another competent authority.
4. Shipping and fulfilment
4.1 Ship the item promptly and no later than 5 days after the order has been paid, or hand it over at pickup, using the delivery method the buyer chose for the order. The available carriers, how parcels are booked and labelled, and the rules for shipping arranged by the seller and for pickup are set out in Shipping and pickup. Plain stamps do not qualify for Seller Protection on items of 200 SEK / 200 NOK / €20 or more. When buying from a business seller, a buyer who is a consumer can cancel a paid order until the item has been sent or handed over (see Shipping and pickup). You can cancel a paid order yourself only before the item has been sent or handed over; the buyer then gets everything back, including the fees, and you owe Budna a seller cancellation fee (4.4). After that you cannot cancel the order, and a problem is resolved through an agreed return or a dispute (see Shipping and pickup). If the item has not been sent 7 days after payment – for a parcel through Budna the carrier has not registered the parcel, for shipping you arrange you have not marked the order as shipped – Budna cancels the order automatically: the buyer gets everything back, including the fees, a shipping label already created is voided, and you owe Budna a seller cancellation fee (4.4). This does not apply to pickup or in-store purchases.
4.2 Send the item to the destination on the order: a parcel through Budna goes to the service point the buyer chose, and shipping arranged by the seller goes to the buyer’s delivery address shown on the order (see Shipping and pickup). For pickup, hand the item over in person as described in Pickup. Never arrange delivery or payment off-platform.
4.3 Keep proof of postage and tracking; it is your protection if a dispute arises.
4.4 Seller cancellation fee. If you cancel an order after a binding purchase – an unpaid auction, offer or binding Buy Now order before the payment deadline has passed (8.2), or a paid order before the item has been sent or handed over (4.1) – or Budna cancels the order automatically because you have not sent the item (4.1), you owe Budna a seller cancellation fee. It is calculated in the same way as the non-payment fee: with the same formula as the Buyer Protection fee on the item price excluding shipping, but never less than 25 SEK and never more than 499 SEK. The fee goes to Budna, and the buyer receives no part of it. It is a debt to Budna, and while it is unpaid your account is restricted under 7.1: among other things, you cannot buy, bid, make offers or publish listings. No fee is charged when a buyer who is a consumer cancels a paid order from a business seller or when Budna closes or cancels the order for reasons that are not yours, and Budna staff may waive the fee, for example where you had to cancel because of circumstances beyond your control (force majeure) (see Payment Terms, section 4.10).
5. Responding to issues
5.1 If a buyer raises an issue, respond within 72 hours. Cooperate with the return-to-refund process where a claim is valid. If you and the buyer agree on a return, in messages or in a dispute, approve it on the order in Budna and mark the item as received there once it has come back. If the payment is still held, the buyer is then refunded through Budna; where the return was booked in Budna, this happens automatically 48 hours after you have collected the return parcel, unless you have opened a dispute before then (see Payment Terms, sections 7.7 and 7.8). If you do not collect a return parcel booked in Budna within the carrier’s storage time – the carrier reports it as returned or undeliverable, or 14 days have passed since it arrived at the pickup point – the return counts as received and the buyer is refunded anyway. If the parcel then comes back to the buyer, the buyer keeps the item available to you for 30 days and sends it to you at your expense if you ask (section 7.8 of the Payment Terms). A return label that has been booked and paid cannot be cancelled, and the return must be sent within 7 days of your approval or Budna’s decision (section 7.9 of the Payment Terms). Where Budna decides that a Buyer Protection claim is valid and that the item must be returned, Budna provides a return label at no cost to the buyer if the item was sent as a parcel through Budna; otherwise the buyer is reimbursed for the documented cost of the return shipping through Buyer Protection. The cost of the return shipping is charged to you as part of the Refund-Liable Amount and is a debt to Budna, and while it is unpaid your account is restricted under 7.1. When the return arrives, the buyer gets everything back except the Buyer Protection fee, even if you are a private seller (section 7.3 and section 6 of the Payment Terms). If the buyer is to get money back after the payment has been released for payout to you, you repay the buyer directly yourself and agree with the buyer how it is to be done; you cannot claim Budna’s fees on the sale back from Budna (see Payment Terms, section 7.1).
6. Community conduct
6.1 Be honest and respectful. Do not harass, abuse, spam, or post false, misleading, or illegal content.
6.2 Do not undermine the reviews and ratings system (see Review rules), transfer your account or ratings without consent, or share your login.
6.3 Do not scrape, use bots, or overload Budna’s infrastructure, or copy Budna content without written consent.
7. When rules are broken
7.1 Budna may remove content, limit features, reduce visibility, hold funds, suspend, or close accounts where there is a breach, a security or payment risk, infringement of third-party rights, harassment, unverifiable information, illegal content, or unpaid fees. While a fee owed to Budna is outstanding (a non-payment fee, including one imposed under 7.4, a buyer cancellation fee, a seller cancellation fee under 4.4, or the cost of a return label charged to the seller under 5.1), the account is restricted automatically: it cannot buy with Buy Now, start a checkout, request combined shipping, bid or set automatic bids, make or raise offers, accept counter-offers, publish, relist or restock listings or create listings as active, or buy boosts or search priority. When the fee arises, automatic bids are stopped and pending offers are withdrawn; bids already placed remain binding. Paying existing orders and fees, messaging, disputes, delivery confirmation, drafts, live listings and handling your own sales are not affected. The restriction lifts automatically once all such fees are paid or waived (see Payment Terms). The account holder can complain about the fee or the restriction through the internal complaint-handling system in 7.7.
7.2 Sellers may be suspended without refund of seller fees in cases of insolvency, breach of the User Agreement or Payment Terms, false or misleading information, illegal content, or violations of ethical or payment policies.
7.3 For business users, restrictions are notified with reasons, and termination is given with 30 days’ notice except in cases of repeated breaches or where the law prevents it. Budna provides a justification and information on review options where action is taken for illegal content or breach (see Ranking & transparency).
7.4 Repeated bad-faith behaviour by buyers or sellers, including serial disputes, misgrading, or attempts to move transactions off-platform, may lead to recovery of amounts owed, account limits, or a ban. If a review by Budna staff shows that a buyer has clearly abused reservations, for example by repeatedly reserving items without paying so that other buyers cannot buy them, Budna may impose a non-payment fee on the buyer, calculated on the item price of one of the buyer’s reservations that closed unpaid (see Payment Terms). Budna informs the buyer of the decision and the reasons for it, the fee triggers the restriction in 7.1, and the buyer can complain about the decision under 7.7.
7.5 Acknowledgement of notices (DSA Article 16(3))
Every notice submitted under the notice-and-action mechanism receives a confirmation of receipt without undue delay by electronic means. The confirmation contains a unique reference number, the date and time of receipt, the target service level for substantive review, a description of the next procedural steps, and a link to the appeal path under section 7.7.
7.6 Statement of reasons (DSA Article 17)
Where Budna restricts the visibility, availability or monetisation of specific items of information, suspends or terminates the provision of the service in whole or in part, or suspends or terminates a user’s account, Budna provides the affected user with a clear, specific, and reasoned statement of reasons that includes: (i) the scope and duration of the restriction and whether it affects visibility, monetisation, account status, or specific listings; (ii) the facts and circumstances relied upon, including, where relevant, whether the information was identified following a notice submitted under Article 16 or on the basis of own-initiative investigations; (iii) where applicable, information on the use of automated means in taking the decision, including whether the decision was taken in respect of content detected or identified using automated means; (iv) the legal ground relied on and an explanation of why the information is considered illegal content, or the contractual ground relied on and an explanation of why the information is considered incompatible with these rules; (v) clear and user-friendly information on the redress possibilities available, including the internal complaint-handling mechanism in section 7.7, out-of-court dispute settlement under DSA Article 21, and judicial redress; and (vi) where Budna is required to do so, submission of the statement of reasons to the Commission’s DSA Transparency Database without undue delay.
7.7 Internal complaint-handling system (DSA Article 20)
Recipients of the service, including users to whom notices relate, may lodge a complaint against any decision referred to in section 7.6 free of charge. Complaints may be submitted for a period of at least six (6) months from the date on which the decision was communicated. The internal complaint-handling system is easy to access, user-friendly, and enables the submission of sufficiently precise and adequately substantiated complaints. Complaints are handled in a timely, non-discriminatory, diligent, and non-arbitrary manner. Decisions on complaints are reviewed by suitably qualified persons under the supervision of qualified staff, and are not taken solely on the basis of automated means. The reviewer is not the same person, and does not report to the same person, who took the original decision. Budna issues a reasoned decision on the complaint within fourteen (14) days of receipt and, where the complaint contains sufficient grounds to consider the original decision unfounded, reverses the decision without undue delay.
7.8 Measures against misuse (DSA Article 23)
Budna suspends, for a reasonable period of time and after issuing a prior warning, the provision of its service to users who frequently provide manifestly illegal content. Budna also suspends, for a reasonable period of time and after issuing a prior warning, the processing of notices and complaints submitted through the mechanisms referred to in sections 7.5 to 7.7 by persons, entities, or complainants who frequently submit notices or complaints that are manifestly unfounded.
In assessing whether a user, individual, entity, or complainant engages in misuse, Budna takes into account, on a case-by-case basis: (a) the absolute number of manifestly illegal items of content, manifestly unfounded notices, or manifestly unfounded complaints submitted within a given time frame; (b) the relative proportion of such submissions in relation to the total number of items of information provided or notices submitted within the same time frame; (c) the gravity of the misuse, including the nature of the illegal content and its consequences; and (d) where it can be identified, the intention of the user, individual, entity, or complainant. The policy under this section, including examples of facts and circumstances that Budna takes into account when assessing whether certain behaviour constitutes misuse and the duration of any suspension, is set out and applied in a clear and detailed manner.
8. When a buyer does not pay
8.1 This section applies to orders created when your auction ends with a winning bid, when an offer or counter-offer is accepted, or when a buyer confirms a binding Buy Now purchase (a Buy Now purchase where the buyer chooses delivery, sees the total and confirms the purchase before paying, which makes it binding). The buyer must pay within 3 days of the auction ending or the acceptance, and within 3 days of confirming a binding Buy Now purchase. For an auction win or a binding Buy Now purchase that is a final deadline: the order closes then and can no longer be paid. For an accepted offer, the buyer can still pay until the order closes, at the latest 6 days after the acceptance (see Payment Terms). A Buy Now purchase where the order is only created when the buyer starts paying (a Buy Now reservation) and a combined-shipping request follow the reservation rules in the Payment Terms instead. An order covered by this section that the buyer includes in a combined-shipping request keeps its own deadline and fees.
8.2 Before the payment deadline has passed, you may cancel an unpaid auction, offer or binding Buy Now order, for example if the item has been damaged. The buyer is charged no fee, the buyer is notified, and the cancellation is recorded on the order, but you owe Budna a seller cancellation fee (4.4), which Budna staff may waive, for example in a case of force majeure. Once the deadline has passed you can no longer cancel the order; close it instead (8.3).
8.3 Once 3 days have passed without payment, you may close the order. Closing ends the purchase: the buyer can no longer pay and owes Budna a non-payment fee under the Payment Terms. An auction order or binding Buy Now order closes automatically at the payment deadline, so you can close it yourself only in the short interval before that happens. For an accepted offer, the buyer can still pay until you close the order, and a payment completes the sale normally. You cannot close an order while a payment is in progress, a dispute is open or a combined-shipping request that includes the order is waiting for your answer, or while your account cannot receive payments or Budna’s payment service is unavailable.
8.4 When you close the order, or after the buyer has cancelled it, you can relist the item with one tap. It is published immediately on the same terms, with the same prices and the same duration as the listing or bidding round that ended, without an extra listing fee, provided the listing still meets the requirements for publishing. Relisting is not available while your own account is restricted under 7.1. After a binding Buy Now order has closed unpaid you only need to relist if the listing was an auction, because otherwise the item goes back on sale automatically (8.5).
8.5 An auction order or binding Buy Now order that is unpaid at the payment deadline closes automatically at that moment, and an accepted-offer order that is still unpaid 6 days after the acceptance closes automatically then; in every case payment is no longer possible. If a payment is being processed, a dispute is open or Budna’s payment service is unavailable at that time, the automatic close waits until that is no longer the case (see Payment Terms). The item is not relisted automatically: you are notified and can relist it from the order in the same way as under 8.4. The exception is a binding Buy Now order: whenever it closes unpaid, including when you close it or the buyer cancels it, the item goes back on sale automatically with the quantity the order covered restored, as long as the listing is still available. If the listing is an auction with a Buy Now price, the binding purchase ended the auction when the buyer confirmed it; the auction does not resume, and you can relist the item as under 8.4.
8.6 When an auction, offer or binding Buy Now order has closed unpaid, including when the buyer cancelled it, and the order gave rise to a non-payment fee or a buyer cancellation fee, you may leave a factual review of the buyer in line with the Review rules. This is not possible if no such fee arose for the order or Budna has waived it.
8.7 The non-payment fee and the buyer cancellation fee are owed to Budna. Budna does not pass any part of them on to you and does not compensate you for an unpaid order.
8.8 Second-chance offer to the next bidders. When an auction order has closed unpaid, including when the buyer cancelled it, you can offer the item to the bidders who came next in the same bidding round instead of relisting it. At most 3 bidders are offered it, one at a time in order of their bids, and each has 24 hours to accept or decline. You set one price for the whole offer, which cannot be higher than the item price of the unpaid order. Accepting is binding for the buyer and creates a new order on the same payment terms as an auction win, including the non-payment fee if it too closes unpaid. A decline, no answer, or the last window closing passes the offer on or ends it, and you can withdraw an offer that is still open. While an offer is open the item cannot be relisted, and an item you have relisted or sold cannot be offered. See Payment Terms.
